With reference to the second paragraph of your letter, His Excellency is probably unaware of the fact that we informed the Crow Solicitor on the 1st. ultime that we wished to sign the agreement relating to this scheme at the earliest possible date, and that we forwarded the latest revision of the Ordinance to the Crom Solicitor on the 14th. ultimo. Any delay that has occurred since February 19th., 1917, has been due to the alteration by the Government

of the Northern Terminus of the tramline.
